The "Implementation Plan for Mutual Recognition of Work Permits for Foreign High-End Talents in Sichuan and Chongqing" (hereinafter referred to as the "Mutual Recognition Plan"), jointly formulated by the Sichuan Provincial Science and Technology Department and the Chongqing Municipal Science and Technology Bureau, has been issued recently. The Mutual Recognition Plan includes four parts: guiding ideology, basic principles, main tasks and safeguard measures, which provide convenience for foreign high-end talents to innovate and start businesses in Sichuan and Chongqing in accordance with the requirements of the optimal and unified standards of the two places.

According to the relevant person in charge of the Sichuan Provincial Science and Technology Department, the mutual recognition of foreign high-end talents in Sichuan and Chongqing is applicable to all foreign high-end talents (category A) who apply for re-employment within the scope of Sichuan and Chongqing, mainly including foreign talents selected for the domestic talent introduction plan, meeting the internationally recognized professional achievement recognition standards, and meeting the needs of market-oriented encouraged positions.

 

If a foreign talent is identified as a foreign high-end talent (Category A) by the science and technology management department of Sichuan or Chongqing, and the person does not leave the country after terminating the contractual relationship with the previous employer, and the work residence has not been cancelled or has been replaced by another stay visa within 1 month, he can hold the "Mutual Recognition Information Form for Foreign High-End Talents Work Permits in Sichuan and Chongqing" as recognized by the Sichuan Provincial Science and Technology Department and the Chongqing Municipal Science and Technology Bureau to exempt from submitting application materials such as proof of work qualifications (except for different positions and occupations) and the highest degree (academic qualification) certificate when applying for the new "Work Permit for Foreign Talents", when he wants to work across administrative regions in Sichuan and Chongqing.

 

In addition, Sichuan and Chongqing implement a unified mutual recognition of foreign high-end talents' work permits, and the science and technology management departments examine and approve them in accordance with the principle of policy optimization, and "foreign high-end talents (Category A)" can be given a "Foreigner Work Permit" with a maximum validity of 5 years.
