On April 8, the State Taxation Administration of China released the Announcement on Promoting “Immediate Tax Refund Upon Purchase” Service Measures for Overseas Travelers (hereinafter referred to as the Announcement), which clearly defines the “Immediate Tax Refund Upon Purchase” policies and extends its implementation from pilot areas to the whole country. Currently, Chengdu has a total of 429 tax refund stores for departing overseas travelers, marking a year-on-year increase of 34%. Among them, 49 stores offer the “immediate refund upon purchase” services. The total amount of citywide tax refunds has reached nearly RMB 30 million, while the sales of eligible goods have exceeded RMB 250 million—a year-on-year growth of over 400%. Building on this momentum, Chengdu continued to see rapid growth in 2025. In the first quarter alone, both the sales of tax refund goods and the amount of tax refunded increased by 270% year-on-year, reaching 41.4% of the total figures for 2024. The number of overseas travelers who applied for tax refunds rose by 225%, while the number of refund transactions grew by 206% compared to the same period last year.
