The recently released the Three-Year Action Plan for the Quality Enhancement and Upgrading of Chengdu’s Commercial Districts (2025-2027) (hereinafter referred to as the Action Plan) highlights Chengdu’s focus on the development of the “4+12+57” framework for the city’s commercial districts—4 world-class, 12 city-level, and 57 regional-level commercial districts. The Action Plan specifies the pathways for the upgrading of commercial districts in each tier and category, aiming for their comprehensive quality enhancement in three years to support Chengdu’s development into an international consumption center city.
According to the Action Plan, Chengdu will hold over 30 large-scale consumer promotion activities across the “4+12” key commercial districts this year, attracting high-profile brands to launch 30 first stores in the city and introducing 20 internationally renowned brands. Additionally, Chengdu will drive landscape upgrading of two key pedestrian streets and facilitate business model optimization in five secondary commercial streets. The objective is to achieve a 6% growth in sales across key commercial districts in Chengdu, thereby amplifying their economic output and social benefits.
The Action Plan advocates for tailored enhancement and upgrading policies for each commercial district, clear delineation of their boundaries and scope of influence, and specification of the functional positionings and consumption themes of commercial districts in different tiers. With these efforts, the Action Plan aims to foster a differentiated development model with “world-class commercial districts taking the lead, city-level commercial districts working in synergy, and regional-level commercial districts providing distinctive support”.
The world-class commercial districts will set the benchmark for top-tier global commercial districts: Chunxi Road Commercial District aims to establish itself as an “international fashion consumption landmark”, structured around “one core, two axes, and three zones”; Jiaozi Park Commercial District, centered on the theme of “park + science and technology + integration”, is attracting cross-sector projects and developing into a “financial technology experience center”; Western China International Expo City Commercial District, focusing on “exhibition economy + consumption upgrading”, is building an international exhibition and consumption cluster; Tianfu Hub Commercial District, leveraging its role as a transportation hub, is prioritizing “air-rail multimodal transportation + international consumption” and introducing cross-border duty-free services and other business models.
The city-level commercial districts will establish new consumption landmarks integrating industries and urban life: Northern Chengdu Hub Commercial District is advancing area renewal and comprehensive development with its focus on the “integration of railway station and urban development”; Kuanzhai Alley Commercial District, as a “key Tianfu culture experience destination”, is promoting the integrated development of Luomashi and Kuanzhai Alley; MixC Shopping Mall Commercial District positions itself as a “youth trend consumption hub”; Dayuan Commercial District aims to evolve into an “innovation-driven consumption center”; Tianfu Luxelakes Commercial District and Tianfu Luxehills Commercial District is cultivating premium lifestyle brands by blending natural landscapes with commerce; Dong’an Lake Commercial District is prioritizing the “integration of culture, commerce, tourism, and sports”; Guanghua Commercial District aims to become a “new consumption center in western Chengdu”.
The regional-level commercial districts will enhance public convenience services and distinctive functions, and establish 15-minute community lifestyle circle based on regional characteristics to meet residents’ daily consumption needs. They will leverage historical, cultural, and unique industrial resources to develop specialized business models.
Focusing on four aspects—spatial optimization, scenario innovation, environment quality enhancement, and model innovation—the Action Plan has proposed 16 key tasks. These include: aligning Chunxi Road, Jiaozi Park, and other commercial districts with international standards to consistently enhance the synergy between commercial facilities and cultural/transportation functions; providing signature consumption experience through experiences of “shopping in Chunxi Road and cultural immersion in Kuanzhai Alley”; developing Chengdu as a global debut destination for new products to promote the visibility of the “FA@Chengdu” brand; advancing intelligent digital transformation of commercial districts by piloting AI-powered markets and drone performances; developing round-the-clock consumption ecosystems and duty-free shopping scenarios in Chengdu; enhancing international services with improved multilingual guidance and streamlined payment processes for inbound visitors; building a trust-based consumption system and strengthening coordination among Chengdu, Deyang, Meishan, and Ziyang for cross-regional returns.
