On November 10, the CDHT published policies to encourage technological innovation through third-time entrepreneurship at a news conference.
The Chengdu Hi-tech Industrial Development Zone (CDHT) will set up a special fund for technological innovation, which is up to RMB1billion (approx. US$161.29million) annually and will be used primarily for gathering resources of science and technology, bettering services for technological innovation, improving enterprises’ innovation ability, promoting commercialization of research findings, encouraging innovation and start-up, facilitating construction of a world-class hi-tech park, and stepping up the process of becoming a national model of independent innovation.
“The 22 policies almost cover everything involving technological innovation chain and form a complete service system for technological innovation,” said an official from the CDHT’s science and technology commission.
One-to-one preferential policy services will be offered to major incubation projects involving key fields of emerging major industries.
The CDHT will encourage to establish platforms of technological innovation, and will offer support to public technology platforms and intermediary service organizations of science and technology. It will help enterprises perform foreign trade and technical cooperation and set up Sino-Europe technical and business cooperation platforms. Priority will be given to key areas of emerging industries and technology-based SMEs. One-off subsidies will be offered to state-, provincial- and city-level engineering and/or technological centers, and enterprises with technical centers and/or key laboratories. Those with independent intellectual property rights, good market prospect and world-leading and top national-level scientific research achievements, which have been commercialized in the CDHT and certified, will be provided one-to-one support in the aspects of land use, auxiliary facilities for construction, industrial support and supply of high-caliber personnel. Encouragement will be given to invention, application, protection and management of intellectual property rights, Application for patent, trademark and copyright, and establishment of patents alliance and pools will be assisted financially.
