Chengdu, aiming to guide the bike sharing sector to develop orderly and soundly, and promote low-carbon commuting and green urban life, announced tentative measures to encourage the development of the industry at a news briefing on March 3.

According to an official from Chengdu Municipal Transport Commission, by the end of February, 300,000 bikes have been made available for shared use in the city's five major districts and Hi-tech Zone, with a total number of users hitting 30 million.
"Since the end of 2016 when ofo, a startup based in Beijing, set foot in the Chengdu market, the company has put 100,000 bikes into use in the city and so far it has had nearly 1 million local registered users, with an average daily usage frequency per bike beyond 6 times," said Zhou Weiguo, general manager of the company's Chengdu branch.
As one of the bike sharing service providers in Chengdu, ofo feels encouraged to see the publication of the measures, which explicitly define the responsibilities of users and service providers, including those involving the usage, parking, protection of the bikes. "The measures offer us a better business environment to operate the service and help all service providers compete with one another fairly and healthily. We really appreciate, support and welcome the measures," said Mr. Zhou.
When talking about the reasons for launching business in Chengdu, an inland city in west China, Zhou said, "First, lots of big Internet companies, including Baidu, Tencent and Alibaba, have established their branches in the city with strong Internet awareness and capacity of development; second, Chengdu is an open city with strong inclusiveness, and the people here are always ready to accept fresh ideas and things; third, the city is located in a plain where residents enjoy commuting by bike. So the city is an ideal place to develop the bike sharing service sector."
Ofo attaches high value to collecting information on the usage of bikes so that it could know well about the demand for bikes and adjust the number of bikes available for shared use. It is considering to put more bikes into use in some areas where there are metro stations and/or overpasses under construction.
For local bike users, most of them think shared bikes are a convenient, cheap and healthy mode of traffic, but they often find no bikes to ride during rush hours. Therefore, they expect to see more bikes in some busy places with a high flow of commuters, and hope that relevant government departments can allocate more parking space for non-motor vehicles.
Bike sharing service providers in Chengdu hope, with their common efforts, they could offer efficient solutions to the problems involving people's daily commuting and contribute to Chengdu's process to become a national low-carbon city.
