Wang Tun, a Sichuan native and founder of the Institute of Care-Life in Chengdu, said he supports the city’s new policies for top professionals adopted last month, especially its measures to nurture local talents.
Chengdu’s three plans for developing local talent cover professionals, youths and university students and industrial leaders.
Under the new plans, the city will select around 100 leaders under the age of 45 each year in 10 fields, including the high-tech, finance and modern agricultural industries as well as in education, culture and the arts. Each of the leaders will receive training over three years and financial support of 300,000 yuan ($46,050).
Every year the city will also select 100 promising youths and university students who have created innovations or projects and provide up to 200,000 yuan to each.
Under a five-year action plan for industrial leaders, Chengdu plans to train 50,000 employees from local industrial companies. It is also encouraging local businesses to give out special awards and company stock options.
The 41-year-old Wang came to Chengdu several years ago and established Institute of Care-Life, after the Wenchuan Earthquake, conducting research into an earthquake early warning system.
The Chengdu High-Tech Zone provided him with 250 square meters of nearly free office space and offered financial aid when the institute was running out of money. The high-tech zone also helped the institute apply for funding support from the Ministry of Science and Technology.
With the government’s support, Wang and his institute created a system that could detect an earthquake instantly and send warnings to other places via radio waves, which travel much faster than seismic waves under the ground.
